Which of the following Bills can not be introduced in a State Legislature?
ExplanationAnswer and explanation
Answer: (B) Bill defining Parliamentary privileges
A State Legislature has no power to define the privileges of Parliament. The privileges of Parliament are dealt with in Article 105 and are for Parliament to determine, whereas Article 194 relates to the powers, privileges and immunities of a State Legislature and its members. Hence a Bill defining Parliamentary privileges cannot be introduced in a State Legislature. The other Bills concern matters on which a State Legislature can legislate within its own field, for example State GST under Article 246A, State List subjects and the matters of the High Court within the limits of its powers.
