अनुच्छेद 243ZA (Article 243ZA) के अंतर्गत नगरपालिकाओं के सभी निर्वाचनों के लिए निर्वाचक नामावली तैयार कराने तथा निर्वाचनों के संचालन का अधीक्षण (superintendence), निदेशन और नियंत्रण राज्य निर्वाचन आयोग (State Election Commission) में निहित है।
पंचायतों के लिए यही प्रावधान अनुच्छेद 243K (Article 243K) में है।
राज्य निर्वाचन आयुक्त (State Election Commissioner) की नियुक्ति राज्यपाल (Governor) करते हैं।

Under Article 243ZA, the superintendence, direction and control of the preparation of electoral rolls for, and the conduct of, all elections to the Municipalities are vested in the State Election Commission.
