ExplanationAnswer and explanation

Answer: (D) Enabling them to function as units of self- government with necessary powers

Among the Directive Principles of State Policy, Article 40 directs the State to organise village panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government. Thus, the constitutional purpose is to make the Panchayats self-governing units.
The 73rd Constitutional Amendment (1992) gave constitutional status to Panchayati Raj.
This amendment added Part IX and the Eleventh Schedule to the Constitution.
Three-tier structure of Panchayati Raj institutions: village, block (intermediate) and district levels.
