ExplanationAnswer and explanation
Answer: (D) Such a period as the president may specify
The proviso to Article 3 says that a Bill affecting the area, boundaries or name of a State can be introduced only on the recommendation of the President. Where it affects a State, the President refers it to that State's Legislature for expressing its views within such period as he may specify in the reference, or such further period as he may allow. Parliament is not bound by the views of the State Legislature.
•
Article 2 deals with the admission or establishment of new States not already part of India.
•
Article 4 says such laws are not amendments of the Constitution under Article 368.
•
These laws can be passed by a simple majority.
