The tango is a dance for two; one person, however skilled, cannot dance it alone. In the same way, an argument needs two sides, so both are responsible. It is the English form of the Hindi saying 'taali dono haathon se bajti hai' (a clap needs both hands).

Exam note

The answer says both parties are equally responsible; one-sided blame is the trap.
