घड़ी में 12 घंटे हैं; 12 पूरे हुए तो समय ख़त्म। 11वाँ घंटा यानी समय ख़त्म होने से ठीक पहले — at the eleventh hour = बिल्कुल आख़िरी समय पर।
The clock has twelve hours; when the twelfth is over, time is up. The eleventh hour is the one just before time runs out, so 'at the eleventh hour' means at the very last moment.
