From figure 1 to figure 2 the top row and the bottom row exchange (circle-line goes from top-left to bottom-left, flag from bottom-left to top-left). From figure 2 to figure 3 the left and right columns exchange, and from figure 3 to figure 4 the rows exchange again.
So the swaps alternate: rows, columns, rows, columns. The next step is a column swap of figure 4, which puts the circle-line at top-left, the arrow at top-right, the flag at bottom-left and the fork at bottom-right, the same as figure 1.
